from the ebb tide. This passage would provide a deep water

entrance to the harbour from the westward and should prove

invaluable in indicating the proper line for deep draught

anchorage. The amount of material removed to deepen this

passage to 36 feet would provide the balance required to

complete reclamation.

(B) Netherlands Harbour works Company nave just

completed contract at Macao and are preparing to undertake

reclamation and dredging if a contract can be arranged

before the 15th April otherwise their dredgers go away.

(6) An additional expenditure of Dollars 753,000 has

to be met if the scheme for dredging is opalined with the

construction of reclamation.

(7) This sun provides for the carrying out of valuable

harbour improvements which would cost double the amount

should the work have to be undertaken when the dredging plan i

is not available locally and the dredged material could not

be utilised for reclamation work. It would also enable the

completion of the Kaitak reclamation two years early than

otherwise possible. I strongly recommend taking the

opportunity now offered of combining these two works to the

great advantage of both.

Additional funds required must be

provided by loan in the same way as funds for the Kaitak

reclamation.
